Can US Born Indian Children take up India Govt jobs after 18 age?

Me and my husband both hold L1B and H1B Visa respectively and we are currently residing in USA.
Our son was born in USA in 2008 May. He (my son) obtained his US passport and PIO card in 2008. Now we are planning to shift to India permanently. Our wish is that our son gets employed under the Govt of India, but we applied for US passport without knowing its disadvantage that such kids cannot take up Indian Govt jobs. Here are some of my questions with regards
to my son’s education and citizenship.

1. Is there any chance that he can become an Indian Citizen who can hold Govt jobs and can study in Indian schools under normal quote (Not as an NRI)? Or either one of it?

2. I read in many websites that the child has an option to cancel the US citizenship and undertake
Indian Citizenship at the age of 18? If he decides to take up Indian citizenship at the age of 18, will he be eligible to take up India Govt jobs?

3. Is it possible for US (me & my husband) to make this decision to make him an Indian citizen before he reaches 18?

4. Normally, how much extra would the parents need to pay for NRI students? Is it double the normal fee amount? Please clarify.

I am raising these questions after reading close to 100s of questions and answers in multiple forums and could not find a response to our specific question. Kindly help US with your knowledge.

Your minor child (son) born US citizen, holding US passport and PIO card for India is one of those luck person who is born with Golden Spoon studded with Diamonds and you guys are thinking of throwing that spoon in the stinking dustbin lying on the street of some small city of India, better consult a good psychiatrist in US itself.

Anyhow answer to your question based on my legal as well personal knowledge:

1. Is there any chance that he can become an Indian Citizen who can hold Govt jobs and can study in Indian schools under normal quote (Not as an NRI)? Or either one of it?

He can study as a normal student in any good Indian school (public, private or government) like any Indian student, even if there exist any special quota for NRI children , the rate charged for the study will be almost same unless any particular school has special rules for charging more amount.
By the way why you want him to be Indian citizen and ultimately hold government job? Were your parents holding such government job that interest the same for him?
Do you know that getting government job in India is more difficult than to get H1B Visa for USA, and do you know that the privilege in government has now been reduced and the government employee taking job after 2003 will not be covered for life long pension, no pension after completing the government job on retirement, the most important criteria that attracted government jobs.

Yes that is right but do you think your son will be doing it knowing it quite well the importance of being born US citizen? Government jobs in India have been reduced to large extend in these coming years and will be not easy to get in future too.

3. Is it possible for US (me & my husband) to make this decision to make him an Indian citizen before he reaches 18?

The minor child being borne US citizen, this decision has to be taken by him on his obtaining age of majority. The Citizenship Act,1956 provides in section 4 (1A) option for person holding both Indian as well citizenship of another country to renounce the citizenship of another country within six months of attaining full age i.e. 18 years, meaning thereby that foreign born citizen even if parents of such person obtained Indian citizenship for him by his registration of his birth with Indian authorities shall have right to chose either of the citizenship, if he fails to renounce the foreign citizenship he shall cease to be Indian citizen. I’m sure your son will be the last person to renounce his US citizenship within six months of obtaining 18years and will continue to be US citizen even if you get Indian citizenship for him now.
Ask all those Indian guys reaching or reached age of 18 years which citizenship they will prefer Indian or US if this option is them to make?

4. Normally, how much extra would the parents need to pay for NRI students? Is it double the normal fee amount? Please clarify.

In case of true Pubic schools in India there is usually no difference in fee structure for normal Indian or NRI students, however if some private school charges extra avoid that school this what I will suggest, the fee difference if any should not be more then few Rupees and not so high as double.
