US citizenship test ..?
if someone took the test before and they failed it do they need to pay again to take the test or just sign up. last time they failed was 2002
When you file an N-400 application, you get two chances to pass the test. It would seem since it has been since 2002 that the person must have failed twice at that time. However, if the person can prove that only one test was given (there would only be one on file) they can file a motion to reopen and be tested for the second time.
