It depends on your citizenship and your planned duration of stay how and where you can apply for the visa.
If you hold a passport of Brunei, Canada, Hong Kong (SAR), Japan, Malaysia, Singapore, South Korea, Taiwan, or the United Kingdom [British National (Overseas)] and you plan to stay for up to 3 months you can apply for an Electronic Travel Authority (ETA, subclass 976) online for a service fee of AU$20.
Citizen of Andorra, Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland. Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, the Netherlands, Norway, Poland, Portugal, Romania, San Marino, Slovakia, Slovenia, Spain, Sweden, Switzerland, United Kingdom, and Vatican City can apply online for a free of charge e-visitors visa (subclass 651) which also grants a stay of three months.
Citizen of all above named countries and of Bahrain, Kuwait, Oman, Qatar, or the United Arab Emirates can also apply for a longer stay tourist visa online, the application involves a fee of AU$105
All others need to apply in person or by mail to the Australian Embassy in Washington D.C.
Edit: [based on the answer of Charlie]
The Australian Consulate General in San Francisco, does not issue visas or ETAs and is unable to answer questions regarding immigration, citizenship or visas for Australia.
